一、花蓮鐵道文化園區再生計畫Hualien Railway Cultural Park regeneration project
『鐵道文化園區』範圍界定以六期重劃區與花蓮舊火車站附近地區為主，北起中山路，南至明義街，西起成功街，東至海濱街為界 (參考下圖)。花蓮舊鐵道見證了花蓮的成長歷史，花蓮市六期重劃區曾經是花蓮市鐵路與公路客運轉接的交通中心及商業核心 。
自從民國69年北迴鐵路全線通車後，舊火車站81年9月拆除 。舊站地區交通樞紐的功能角色隨即衰退，連帶影響周邊地區的繁榮與發展。

69 years since the Republic of China opened on
the North Link Railway, the old train station on September 81 removed. Old Station area the hub of the role of
then decline, thus influencing the prosperity and development of surrounding
areas.
花蓮縣政府近期遂於原地段之六期重劃區推動洄瀾之心計畫，以帶動舊都心的復甦與再生，從而啟動整體區域的再發展。因週邊相關計畫紛紛投入此區域，花蓮縣文化局期望透過『鐵道文化園區再生計畫』從相關計畫整合出未來的發展方向，燃點園區之“再生”。
『鐵道文化園區』是花蓮縣文化局的計畫，現在委託東台工程顧問股份有限公司辦理相關整合計畫與民眾參與的活動。
Hualien

『Railway
Culture Park in Hualien County Cultural Affairs Bureau of the project, now
commissioned consultants Eastern Taiwan Co., Ltd. related to integration
planning process and public participation activities.

鐵道文化園區再生計畫是以人為出發點，藉由文化資產與環境的活化再利用，Railway Cultural Park regeneration project is a starting point for people, cultural assets and the environment through adaptive re-use, gather consensus on community residents, outlining the ideal life field凝聚社區居民共識、勾勒理想生活場域

- 利用閒置空間再利用的機會，透過目前花蓮鐵道園區的歷史文化與地方特色，加強民眾愛惜鄉土的認知。充滿著生活品味以及生動的街景，更是能夠讓人悠閒漫步的教育與休閒結合生活場域

連結鐵道園區內具有據點指標遊憩點，整合成指標導覽地圖，促進舊市區區域整體性永續發展。 Railway links the park with the base index of open spots, integrate into the target map of the park, to promote holistic sustainable development in urban areas.
