二、台東舊鐵道路廊週遭建築轉體計畫
台東火車站舊站自民國九十年六月一日正式廢除後，經縣府爭取中央補助，將舊火車站到卑南大圳之間的舊鐵道鋪設木棧道，成為台東市民重要的休閒散步空間。然而由於沿線住戶與商家建築均背向路廊，致使路廊沿線景緻參差而紛亂，縣府進一步向中央申請補助改善，藉由計畫操作的公共過程，協助社區逐漸建立更多元民主的社會性基礎與參與機制，不但在空間意義上翻轉成為拉聚力強的開放空間，也在社會意義上翻轉成為鍊結情感與市民社會醞量的容器；透過地方團體、社群、民眾的角度，以公共空間作為型塑本階段新的地方特色經營，同時結合地方政府的行政資源，將公共參與精神及特色，串接上舊鐵道路廊的都市公共空間，作為改造地方發展體質的故事，更是展現台東人創意與執行的決心！
95年度營建署「城鎮地貌改造計畫-政策引導型」補助之「向後看齊-台東市舊鐵道路廊周邊建築轉體計畫」，委託財團法人台灣大學建築與城鄉發展基金會執行。
「向後看齊－台東市鐵道路廊周邊建築轉體計畫」宗旨在於鼓勵鐵道沿線居民轉身面對鐵道，以自主參與的方式改造家園外觀，齊力提升鐵道路廊沿線的建築整體景觀與環境品質，創立新鐵道公民美學。期間透過開設與在地環境型塑之有關課程，鼓勵鐵道沿線居民在公共性的討論平台機制裡，以自主參與的方式，型塑自己的居住環境，尋找地方新的認同感。Taitung train station from the Republic of

在本案執行之前，舊鐵道路廊已著手規劃將公共藝術引進社區當中，其中一項是邀請台東大學美教系姚?教授繪製有關原住民傳說故事繪本，繪本內容包含三個主題，接續地安裝在路廊民宅建築物的牆面上，一年多來已在路廊觸發社區居民認知到公共藝術議題以及討論的效應，就實質面來說，有了前期的醞釀，路廊居民對於本案的進入，也較能以面對公共環境的態度提出路廊社區居民自己的想法。 In the present case before the implementation of the old rail road corridor has already started planning the introduction of community among public art, one of which is invited to teach Taitung University, U.S. Department of Yao?
