一、都市意象的塑造City image creation
一)形塑臨港線為都市空間縫合的新綠廊

因應臨港線貨運線停駛後對都市機能的轉正,充份利用臨港線帶狀的廊道特性,配合新建設的投入,因地制宜地發展為輕軌系統路線或調整為鐵路景觀園道的都市綠廊,以縫合二側土地使用的一致性與成長性。
(二)追求綠色運輸導向的城市型態
鼓勵大眾運輸發展、強化低污染運具之使用,可減少能源損耗並疏解交通及停車問題。未來臨港線沿線及週邊土地應朝向大眾運輸導向(TOD)的土地使用及交通運輸規劃,騰空後之鐵道亦應朝活動綠廊方向規劃,鼓勵輕軌綠色運具的使用。
(三)引導場站轉型為水岸文化觀光與地區產業需求的新核心
高雄港站位於舊港區的核心地帶,東西二側為鹽埕與哈瑪星等二處重點的水岸觀光發展區,在相關區域性交通系統建設帶動之下,蘊育舊港區1-22號碼頭區再發展的發展動機,加上山、海、河、港等自然與文化資源的環繞,配合高強度的發展,轉型為國際觀光的新核心,並延續愛河、壽山與水岸連續性綠廊與商業空間的連結,將是本計畫推動的重要目標。
其餘中島、前鎮及草衙三處場站則視週邊地區發展的特色,透過區域性到鄰里性的更新需求提出從積極性到消極性的更新定位策略,朝向運輸倉儲、捷運機廠與景觀綠帶的發展機能作為整合週邊地區再發展的契機。
二、再發展定位 |
臨港線鐵路沿線的區位特色在於圍覆高雄舊市中心地區,而界面的發展以住宅為主軸,基於沿線鐵路二側已有計畫道路的劃設,故住宅區與鐵路之間的關係,乃在於景觀與意象的衝擊,未來臨港線不論調整為輕軌捷運使用或直接將用地釋出進行景觀綠美化,對周邊地區土地使用的串連與組合而言,實為一開發效益再提昇的關鍵,故將面臨閒置的調車場土地直接辦理都市計畫變更並將沿線路廊作為變更使須負擔的公共設施用地,移轉給市政府作有效的利用規劃,對最大的土地所有權人--臺灣鐵路管理局而言,將是有利的開發方式。
著眼於未來高雄車站地下化及左營車站三鐵共構的發展願景,加上都會區大眾捷運系統的區域性連結,臨港線未來在區域性的連結上,將有更多元的發展特色,故臨港線場站更新之全市性發展定位,以透過線性元素達成區域性的連結,
